GENERAL DESCRIPTION:

The Wyoming Department of Workforce Services is seeking an Employment Services Specialist in Jackson WY. Under general supervision, this position provides customer service to employers and job seekers, ensuring their needs have been met by doing an assessment and developing an educational plan, if necessary.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Provides services to individuals by coordinating and executing a broad range of individual services in accordance with Federal and State program guidelines, policies, and regulations.

  • Develops relationships with training providers, employers, and job seekers.

  • Determines job seekers' eligibility in qualifying for Wyoming Innovation and Opportunity Act (WIOA) or other appropriate assistance.

  • Assists all customers, job seekers, or unemployment insurance claimants.

  • Works with available sources of assistance, such as Vocational Rehabilitation, to provide comprehensive services.

  • Works with program staff to ensure compliance with Department of Labor case management standards.

  • Interviews assess, and evaluate customers to meet employment, training, and vocational needs.

  • Enters and monitors data in an electronic system for job postings, candidate file searches, and program reporting.

  • Assists directs, and counsels business customers on the multitude of DWS-coordinated business services, training grants, and resources.

  • Provides on-site visits to businesses to understand employer needs, operations, and job openings.

  • Organizes and/or participates in community events designed to connect business needs and job seekers, and advance DWS services to both.

  • Works with Program Staff to ensure compliance with the Department of Labor case management standards.

  • Refers applicants to employers and follows up on the hiring process.

  • Manages participant caseload and accurately documents performance and services to participants by entering all relevant and required services and notes into the management information system and in other systems, as needed.

  • Provides case management.

  • Provides Career counseling and guidance.

  • Administers career interest assessments.

  • Maintains case files.

  • Monitors the progress of participants in various programs.

  • Assesses client needs provides basic career services, and may develop a long-term employment plan.

  • Provides a holistic approach to services and provides referrals for additional support.

  • Provides employment services to people who may have significant barriers to employment.

  • Enters or monitors data for information to be used in the particular program/division.

Qualifications

PREFERENCES:

Preference may be given to those with Labor Market experience preferred.

Preference may be given to those with experience in Microsoft and Google Products.

Preference may be given to those with Workforce Development experience.

Preference may be given to those with client case management experience.

Preference may be given to those with social services experience.

Preference may be given to those with a Bachelor's degree in Business or Human Services.

Preference will be given to those with experience working with federal programs.

KNOWLEDGE:

  • Knowledge of state and federal statutes relative to employment, Agency programs, and Veteran's services.

  • Knowledge of departmental policies, customer service standards, and inter-agency protocols.

  • Knowledge of labor market information for the State of Wyoming and the skill to obtain current employment and job resource information, using a variety of multimedia resources, particularly Internet services.

  • Knowledge of administering and interpreting interests, skills, and proficiency tools and assessing employment issues and limitations.

  • Skills in public speaking, oral, written, and electronic communication, and record keeping.

  • Skills to establish appropriate rapport with employers and partner services, in order to respect established protocol with government agencies and their staffs.

  • Knowledge of case management practices to determine needs, create reasonable plans, and follow clients through successful program completion.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business or Human Services)

Experience:

0-1 year of progressive work experience (typically in Business or Human Services)

OR

Education & Experience Substitution:

3-4 years of progressive work experience (typically in Business or Human Services)

  • Some travel is required.
