Citigroup SVP, Treasury Transformation in Queens, New York

The Treasury Transformation team within the Treasury organization works closely with stakeholders to define, drive and execute end-to-end process design and implementation efforts to enhance processes, controls, infrastructure and operational toolsets required to support day-to-day Liquidity, Non-Trading Market Risk (NTMR) and Capital Planning teams. This role will specifically cover the implementation of requirements to ensure adequate oversight of the most critical Laws, Rules and Regulations (LRRs) pertaining to Liquidity (e.g., Reg. WW and Reg. YY Subpart D), NTMR (SR 10-1) and Capital Planning (SR 15-18, 12 CFR 225.8 and 12 CFR 252), which is required as part the firm’s Consent Order activities. These requirements include, but are not limited to, the mapping of LRR requirements to Citi Policy documents, mapping and monitoring of controls, and development of employee training around Tier 1 regulation.

The Financial Solutions Senior Lead Analyst is a strategic professional who closely follows regulatory developments and best practices related to Liquidity, NTMR and Capital Planning. The candidate must have excellent communication skills that are required in order to negotiate internally, often at a senior level. Communication and diplomacy skills are required in order to guide, influence and convince others. The candidate should have also strong project management skills, as well as a detailed understanding of risk and controls.

Responsibilities:

  • Contributes to the implementation of regulatory requirement oversight processes across the Treasury organization including:

  • Mapping of regulatory requirements to Policy documents

  • Mapping of controls to regulatory requirements

  • Enhancing and establishing new controls to mitigate the risk of non-compliance with Tier 1 requirements

  • Design of training content to ensure employees understand regulatory requirements and how the firm implements those requirements through various processes.

  • Ongoing monitoring of regulatory requirements to ensure management is aware of the impact on Policy documents, controls and training.

  • Project managing against defined implementation timelines and due dates.

  • Engaging with senior personnel to discuss Policy document and controls coverage, and where potential enhancements are required.

  • Engaging with the Policy team to ensure the appropriate governance measures are taken when revising Policy documentation.

  • Attending governance forums related to the oversight of regulation related to Treasury LRRs.

  • Engaging with independent risk management and Internal Audit to provide information and answer any questions related to the implementation and monitoring of regulatory oversight processes.

Qualifications:

  • 8+ years of relevant experience (experience in financial services industry highly preferred).

  • Understanding of one or more (preferred) Treasury regulations, including Reg. WW, Reg. YY Subpart D, SR 10-1, SR 15-18, 12 CFR 225.8 and 12 CFR 252.

  • Strong understanding of financial risks and controls.

  • Understanding of how the Treasury function operates at financial institutions.

  • Strong Understanding of the balance sheet and financial products.

  • Strong communication and project management skills.

  • Ability to be adaptive in a rapidly changing environment.

  • Ability to to manage competing priorities in a complex and dynamic environment.

  • Advanced Microsoft Office skills, including Excel and PowerPoint.

$176,720.00 - $265,080.00
