DAGGETT COUNTY Seasonal Equipment Operator II in MANILA, Utah

GENERAL PURPOSE

Performs working level skilled tasks in the operation and maintenance of light to heavy duty equipment as needed to construct, maintain or repair county roads and service systems.

SUPERVISION RECEIVED

Works under the general supervision of the Road Supervisor or Assistant Road Supervisor.

ESSENTIAL FUNCTIONS

Field Operations: Performs ongoing road projects; maintains county roads and road right-of-ways. Operates equipment in the completion of field projects; drives truck, tractors, belly dumps, lowboys and water tankers, snow plow; operates heavy equipment including motor grader, dozer, backhoe, excavator, roller/compactor, rock rake, brush hog, street sweeper, large front-end loader, crusher etc.; grades gravel roads, patches asphalt, performs crack sealing, snow plowing; performs drainage maintenance installing culverts, maintains cattle guards, guardrails; installs signage and markers.

Performs tasks requiring the use of a variety of hand tools and equipment, including, picks and shovels rakes and chainsaws; may also clean debris from culverts, trim trees, check conditions of roads and road signs, and spray for noxious weeds.

Observes road conditions and location of potential road and safety concerns; repairs county roads by filling potholes, sealing cracks, chip sealing, etc.  Cleans debris from obstructing signs and intersections, and installs culverts for drainage; mows and grooms shoulders.

Checks and services assigned equipment; performs routine maintenance and emergency repairs; reports mechanical problems to the shop for repair; operates a variety of hand and power tools in performing general maintenance of vehicles and equipment;  may assist in the fabrication of equipment parts.

Shop & Mechanical Maintenance:  Participates in equipment maintenance including changing engine oil and filter, fuel filter, air filter, transmission fluid, cab filter, etc.; adjusts brakes and replaces components; monitors tire inflation and rotation, steams and cleans interiors; painting; oversees and/or performs various repairs, including starters, transfer case, ball joints, steering gears, U-joints, fuel pumps, axles, running gear, exhaust components, etc.;   schedules comprehensive repairs with dealers and mechanic shops as needed.

Performs duties with due regard for personal safety, that of other employees and the public; assists in training in proper safety practices; performs as a flagger when assigned to assure safety while working on highways.

*Noxious Weed Control: * Identify, eradicate and remove weeds, notify supervisor of land owners who are delinquent in controlling weed(s); survey property within the county, public and private, for infestations of noxious weeds.

Maintain and repair chemical sprayers; monitor all chemical usage to establish on-going record and history to minimize liability and risk; perform journey level spraying as needed; perform field spraying operations as needed.

Conduct weed treatment and experimental control measures; collect data on weed specimens, enter field information; identify exotic noxious weeds; operate personal computers as needed to log and record data and generate reports and records; submit reports to various federal, state and local agencies.

Performs other duties (including general labor) as required.

MINIMUM QUALIFICATIONS

1.             Education and Experience:

A.             Graduation from high school or GED;

AND

B. & nbsp;           Three (3) years of experience in operation and maintenance of medium and heavy sized equipment;

OR

C.            An equivalent combination of education and experience.

2.             Required Knowledge, Skills and Abilities:

Working knowledge of various light to heavy equipment; hazards and safety precautions related to construction and equipment operation; traffic laws, ordinances, and regulations; construction met ods and procedures typical to county service systems; equipment parts and preventive maintenance for the same.

Apprentice level skill in operation of medium and heavy equipment.

Ability to operate simple to complex heavy duty equipment; operate heavy equipment in various conditions;  perform manual tasks for sustained periods of time;  perform minor equipment maintenance and repair;  follow written and verbal instructions;  read and understand prints and plans;  communicate effectively, verbally and in writing;  ability to establish and maintain effective working relationships with fellow employees, the public and supervisors; maintain detailed records of all weed control activities.

3.             Special Qualifications:

Must possess or be able to acquire a valid Utah Class "A" Commercial Driver's License (CDL).

Must possess a Utah Driver's License with no DUI, ARR, or no more than two moving violations in the past twelve (12) months.

Must be able to pass ICC physical and maintain medical certificate.

Must be flagger certified or be able to attain certification when required.

Must have or be able to obtain pesticide applications license.

Must be able to comply with applicable county and departmental policies and safety standards.

Must be willing to maintain a flexible working schedule, and occasionally work weekends and shifts. Must submit to and pass randomly administered drug tests.

4.             Work Environment:

Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, push and pull, bend and stoop, twist and kneel, and able to climb into and on to heavy equipment and vehicles;  may be required to lift up to 50 pounds on occasion.  Aspects of the work require talking, hearing and seeing.  May be required to climb and balance.  Common eye, hand, finger, leg and foot dexterity exist.  Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and some creative problem solving.  Some exposure to toxic or hazardous chemicals and materials.  Continuous travel in automobiles or heavy equipment required in job performance.  Regular exposure to outside elements and weather extremes.
