Diego Garcia: Lead, Technical Control Facility (TCF) Operator

DESCRIPTION OF JOB TASKS AND RESPONSIBILITIES:

  • Operates and maintains the TCF in accordance with DISA Circular 310-70-1.

  • Responsible for providing voice and/or data signals to subscriber tenant commands, Satellite Communications, the cryptographic site, and the transmitter site.

  • TCF operations include, but are not limited to, managing communication equipment, monitoring data connectivity, activating new circuits and/or trunks and monitoring circuit and/or trunk continuity, performing quality control checks, responding to emergent tasking, monitoring HF transmitters, managing frequency databases, and EKMS/KMI local element accounts.

  • The Quality Control (QC) plan with regard to the TCF requirements of this annex shall be in accordance with DISA Circulars 310-70-1, 310-70-1-S1, 310-130-2, and other directives.

  • Maintain an onsite record of all QC activities that are scheduled and/or completed.

  • Submit a monthly summary of all QC activities performed.

  • Maintains a log of all significant events IAW Naval Telecommunications Publication (NTP-4) (Series) and submitted when required.

  • Monitors and maintains all local and remote alarms and other means of notification troubleshoots the problem after receipt of notification, and corrects, where possible, site-related problems.

  • Performs restoration of inoperative communication circuits IAW assigned restoration priorities as found in the approved restoral plan.

  • Assist off-site fault isolation after notification by Defense Information Systems Agency (DISA) or end-users.

  • Maintains the TCF equipment.

  • Manages the TCF Electronic Key Management System (EKMS/KMI) local element account.

  • Responsible for the proper handling, security, management, destruction, and accounting of the TECH Control local element account, including COMSEC material, information, and equipment held by the account IAW EKMS/KMI-1 (Series).

  • Establish a local element account for Tech Control and designate a local element custodian IAW EKMS/KMI-1 (Series) for the account in writing to the Government EKMS/KMI Manager upon contract award.

  • Responsibilities will include but are not limited to:

  • The account will also manage cryptographic equipment for SATCOM, and ONE-NET.

  • The local element account custodian shall adhere to the written instructions issued by the Government EKMS/KMI Manager.

  • Under the guidance of the EKMS/KMI Manager, all personnel having cryptographic equipment and/or software responsibilities shall be EKMS/KMI user qualified within ninety (90) days of arrival on site in accordance with EKMS/KMI-1 (Series).

  • IAW EKMS/KMI-5(Series) and EKMS/KMI-1 (Series). U.S. COMSEC inventory information, the system, and the manner in which COMSEC equipment is used are for official use only (FOUO).

  • The Contractor shall not publish or release COMSEC information without written approval from the Government.

  • Immediately notify and report all EKMS/KMI violations to NCTS FAR EAST DET Diego Garcia, and Government EKMS/KMI Manager in accordance with EKMS/KMI-1 (Series), no later than 2 hours of discovery.

  • Obtain releasing authority and maintain accountability of cryptographic equipment IAW EKMS/KMI-1 (Series).

  • Ensures correct usage and accounting practices for all Secure Terminal Equipment (STE) telephones IAW EKMS/KMI-1 (Series).

  • Performs other duties as assigned.

    BASIC JOB QUALIFICATIONS

  • Be able to perform the task required by DoD and Navy Information Assurance and Network security directives.

  • Must possess administrative, organizational, and computer skills to include proficiency with Microsoft Office suite including (MS Word, PowerPoint, Excel, and Outlook).

  • Ability to work quickly and in a potentially high-stress environment.

  • Must have good oral and written communication skills to effectively liaise with clients, other departments within the organization, subcontractors, and clients, and report directly to the Senior Management.

  • Must pass overseas medical screening and be in good health.

JOB SPECIFICATIONS: SPECIAL CERTIFICATIONS OR TRAINING

  • Must be cardiopulmonary resuscitation (CPR) certified.

  • Must be a U.S. Citizen and have a Top Secret Clearance based on SSBI.

EDUCATION:

  • Bachelor's degree from an accredited four-year college or university with a major in computer science/engineering, electrical engineering, computer science, or equivalent combination of experience, education, and training.

EXPERIENCE:

  • Ten (10) years of general experience in communications.

  • Within the last four (4) years, two (2) years of specialized experience directly related to Technical Control Facility operations.

  • Eight (8) years of general experience having progressively responsible technical or craft experience in electronics, electricity, engineering, communication, physics, or in a similar field that provided technical knowledge and background that could be applied in the testing, evaluation, installation, maintenance or repair of electronic systems and equipment.

  • Within the last six (6) years, four (4) years of specialized experience in the theoretical and practical knowledge of electronic theory and characteristics, functions, diagnosing, isolating, and correcting malfunctions, and performing organizational-level maintenance on communications and electronic equipment including, but not limited to: AN/GSC 52B; M/20 JUNIPER; RT2200; AN/WSC-3; DAMA; KIV-7M, KWR-4, and associated CRYPTO equipment; Fiber Optic Equipment, or two (2) years specialized experience in operation and maintenance of the above equipment at a military or commercial communications center.
