The Boise Airfield Supervisor:

  • Supervises and participates in day-to-day airfield maintenance activities, staff management and training, and project schedules.

  • Maintains the City of Boise airfield, ensuring efficiency and safety in accordance with Federal Aviation Association (FAA) regulations.

  • This position works under limited supervision of the Airfield Maintenance Manager.

Essential Functions

Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed.

Participates in day-to-day airfield maintenance activities, staff management and training and project schedules. Ensures staff is operating safely and in accordance with FAA (Federal Aviation Association) and airport regulations. Attends tenant and construction meetings and provides information and guidance regarding rules and regulations affecting projects. Inspects airfield and associated grounds and provides feedback and recommendations.

Oversees and ensures the completion of work orders correcting discrepancies per FAA regulations. Provides training on professional development, equipment operation and safety procedures. Assists staff with grounds and equipment maintenance and operation.

Coordinates preventive maintenance on runways, taxiways and ramp areas. Assists the manager in the development of bid specifications for new and replacement equipment, as well as the purchase of airfield maintenance equipment and supplies.

Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization.

Requirements

Required Knowledge, Experience, And Training

  • High school diploma or equivalent and

  • 3 years of experience working with heavy equipment, painting and removal, facilities maintenance or a related field and

  • supervising or leading a crew of skilled and semi-skilled maintenance staff in a fast-paced, complex environment.

Knowledge of:

  • FAA, the Environmental Protection Agency (EPA), and the United States Department of Agriculture (USDA) regulations pertaining to airfield maintenance;

  • airport operations;

  • supervisory principles and practices;

  • GPS technology;

  • airfield maintenance equipment operation and maintenance;

  • blueprint reading;

  • computer usage including related software; and

  • safety regulations.

Ability to:

  • plan and prioritize work;

  • analyze situations and determine the proper course of action in an emergency;

  • provide excellent customer service;

  • communicate effectively in the English language at a level necessary for efficient job performance; and

  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

  • Six years of supervisory and administrative experience and airfield maintenance experience.

  • Maintenance experience related to herbicide and pesticide application, snow removal and deicing, and heavy equipment repair.

  • Work experience as a pilot, crew member, flight dispatcher or with military experience.

  • Private pilot license.

  • Advanced American Association of Airport Executives (AAAE) training/credentials.

  • Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) 100, 200, 300, 400, 700 and 800 Certification.

Licensing And Other Requirements

  • Valid state-issued driver's license.

  • Ability to complete airport driver training/certification.

  • Class A Commercial Driver’s License (CDL) with tanker endorsement within six months of hire.

  • Construction Site Erosion Responsible Person certification issued by the City of Boise within six months of hire.

  • Basic and Advanced Airport Safety and Operations School (ASOS) within one year of hire.

Special Requirements

Applicants must be able to pass:

  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

  • Driving Record Check

  • Transportation Security Administration background check (SIDA)

Drug Free Workplace: In accordance with the City of Boise Drug Free Workplace Regulation, this position is designated as safety sensitive and is subject to testing requirements including Post Offer Applicant Testing, Random Testing, Reasonable Suspicion, Post - Accident, etc. Applicants will be required to submit to screening for illegal drug use prior to hire. Appointment to this position is contingent upon a negative pre-employment drug test.

Persons in this position must have a CDL that can handle a gross combination weight rating of 26,001 or more pounds inclusive of the towed unit with a gross vehicle weight rating of more than 10,000 pounds.

Physical Efforts

While performing the duties of this job the employee is frequently lifting/carrying up to 35 pounds, occasionally lifting/carrying up to 75 pounds and rarely lifting/carrying up to 100 pounds. Also, the employee is always pushing/pulling up to 10 pounds, frequently pushing/pulling up to 20 pounds and occasionally pushing/pulling up to 35 pounds. The noise level is frequently moderate and occasionally very loud. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment

The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Work is performed in and around ice, snow, traffic, uneven surfaces, walkways, wind, wildlife, insects, wet and slippery surfaces. Additional environmental conditions include: arc flash, welding spatter, welding smoke, molten metal, high pressure fluids.

This position works: on call 24/7 on a regular basis and works extended hours without breaks during snow removal operations.
